Решение - добавляем в main конфиг Apache

# vi /etc/httpd/conf/httpd.conf
AcceptMutex flock

[root@serv httpd]# /etc/init.d/httpd restart
Stopping httpd:                                            [FAILED]
                                                          [  OK  ]
